Islamic State threatens New York in new video

New York's police say they are "aware" of threat to Times Square, two days after Washington was mentioned in an Isil video

New York's police say they are aware of a newly-released Islamic State video threatening to attack Times Square, but that the city remains on its existing level of high alert and they are unaware of specific threats.

Stephen Davis, deputy public information commissioner for NYPD, said that "some of the footage is not new" – owing to the fact that, in April, Islamic State released a video showing a suicide bomber preparing to attack Times Square.

But he did say that the clip "reaffirms the message that New York City remains a top terrorist target."

Times Square was cited as a target in September 2014, and again in a slick video showing a suicide bomber preparing his attack in April.

Since the Paris attacks on Friday, Bill Bratton, NYPD chief commissioner, has deployed extra police across the city, including a newly-formed counter-terrorism unit, the Critical Response Command.

The elite new unit is in addition to 1,000 counterterrorism officers already on the force.

On Monday fighters with the Islamic State of Iraq and the Levant (Isil) released a video glorifying the Paris attacks and saying that their next target was Washington.

"While there is no current or specific threat to the City at this time, we will remain at a heightened state of vigilance and will continue to work with the FBI, the Joint Terrorism Task Force and the entire intelligence community to keep the City of New York safe," said Mr Davis, in a statement issued on Wednesday night.

"In addition, we are continuing to deploy additional Critical Response Command (CRC) teams throughout the City, out of an abundance of caution."

Days after the attacks in France, Mr Bratton announced that the first of 560 newly-trained counterterrorism officers were to be deployed. He did not state how many, but said that in the coming months 100 members of the CRC will be on duty at any given time across the city.

The officers will have special vehicles and weapons, and are trained not to negotiate but to move in quickly, as Mr Bratton said negotiation with the terrorists is rarely an option.

"These officers will be the officers that will be equipped to go towards the danger, the offence, to take on those that might be seeking to perpetuate armed attacks," he said.

"At all cost, our first obligation, our first response is to try, by the speed of our actions, to save as many lives as possible, to basically diminish the threat,

Ports: Holidaymakers heading for the UK will face car boot searches and detection dog patrols will be stepped up at Dover, as well as St Pancras

Coast: Border Force interceptor ships will patrol the shorelines

Cities: Extra police are on patrol around major cities

Army: Contingency plans drawn up so soldiers can be deployed to back up armed police at a moment’s notice

Hostage strategy: Special forces to be deployed with “shoot to kill” orders, if jihadist gunmen corner a large number of people in a siege in a British city. Previously the order was to negotiate with gunmen

Intelligence: An extra 2,000 spies will be hired at MI5, MI6 and GCHQ - a 15% increase and the biggest expansion since the 7/7 attacks in London on 5th July

Threat level: Remains "severe"

"Our threat level remains at severe, which means that a terrorist attack is highly likely so people should remain vigilant but the UK stands shoulder to shoulder in solidarity with France, the terrorists will not win, we will defeat them.” - Home Secretary Theresa May

which means taking them out before they can kill others."
